Floating steps can be a problem if all the air has NOT been removed from the insides of the step system.
Please make sure you add the required amount of sand into the side panels. Please see step #10 of the instructions. Put 20 pounds into each side panel, fill the bottom opening, cap, then pour remaining sand in the top opening. DO NOT cap the top openings so the cavities can be filled with water.
If you capped the top openings after adding sand, please remove the caps to allow water to enter side panels.
After placing the steps into the pool they must be tipped in different directions to allow all the air-filled cavities to fill with water. See step #17 of the instrucitons
